Hello! Looking for Public Domain characters with a certain power!

Hello everyone.
I'm Doctor Omega.
I've been interested in the Public Domain ever since I discovered Project Rooftop's 'Retrofix' section. Since then, I've collected a vast amount of information about the Public Domain, creating my own stories and art starring Public Domain characters, and sometimes using them to stand in for more famous characters. My Favourite Public Domain characters are Daredevil, Silver Streak, The Face and The Raven.
When trying to come to come up with Stand-ins for a group of characters, I've came to a dead end in my search.
I'm looking for a character with a mastery of sound, or a sonic scream.
The only character who fits in is Battle Cry, but I was wondering if there was anyone else who fits this description.
I have a second question too. Which open source characters would you recommend? I'm looking for one with no stipulations, credit needed or restrictions. Who would you say is the most versatile Open Source character?

None really match the Canary Cry perfectly, if that is what you are going for. Whistler, has the benefit of not causing deafness, though.
