Hello.
 I have been modding the game Freedom Force for about forever. Now I am making a web based game, with the first playable level to be available soon. I am not great at making new characters so I decided to go pd, and this website is a great resource, thank you.
Here is a pic of who I am using first:

I used "Make Human" to make the model, and skinned it myself. I will post updates in the appropriate forum.

1.When will your web based game be released?
2.how many public domain golden age characters will appear in it?

I am hoping to have something up and playable by christmas. My idea is to have a city map cut into regions with a risk style aspect, sectors controlled by different groups. Players will patrol in different ways based on which character they pick to control. For example Silver Streak will have a game called "Rooftop Runner". Right now I am designing the different games to patrol with.

Is the gamed instanced for a single player or group of players?

right now I am making mini games, all based on patrols. My next game after Rooftop Runner will be a stealth game, picking up clues while avoiding being seen. I am thinking of either Black Orchid or Black Widow.

(I can't post links yet, but if you look at pdsh.wikia it is Black Orchid by Tops and Black Widow by Holyoke.)

Either way, I am going to have to change the name to avoid Marvel or DC. Any suggestions? What about Orchid Widow? Hah, see told you I wasn't good at making characters.
For the city I was thinking about Atomic City. Ultimately gameplay will be a simple map with regions. Each player on a specific map will have a color, and as you patrol the city or complete missions, your team will get that color. The conceit is that "you" are the team of heroes and all the other colors (other players) are bad guy organizations.
Instead of playing a character, players will play a team, and pick which character is best for a mission. Ultimately this is my end goal for the game. I am hoping to make it free to play, but I will need some kind of income to put all the time into it I need, as well as pay for webspace and software. I am using demo versions of all the software for now, but that will run out eventually.
By christmas I will have several of the minigames ready to play, at the least.

Welcome aboard, Bearded, and thanks for the info on what you're working on. It sounds like a really cool project! And the image of Silver Streak shows that you're really doing well with the designs!

Which software? Are there free alternatives available?

I am using demo max, psp, and unity, those are the big ones. Unity has a lot of "free" middlewares that I need the full version of. there are free model making softwares, but I am spoiled by max. But for full accessability for modders, I need pro unity.

The mini games are all going to be procedurally generated. No 2 levels will be the same. Is that what you mean by dynamic? No linear story based missions.
Did you ever play nexuswars? It has a similiar map style to what I am planning, but each block will be colored based on it's controller. So, a nexuswars html based map, but when you click on a grid to patrol it and clear it, you will choose which character/minigame you will play to win it. So, to clear a map, as a player you can play whichever game you consider the funnest and level up that character, or you can mix your styles.
Some of the minigames I am considering are the rooftop runner, the stealth, a 3rd person shooter, and I am trying to figure out how to do a flight sim dogfight type in a way that will work. As I come up with new minigames/characters, I will simply add them to the site.

Edit: The turtle game is fun, thanks! All my games will be fully 3d, I don't see any need to do a side scroller.

How much of your game is going to be server-side and how much will it be client-side? Is the game going to be mostly in Unity with a server generating the over-world map markup?
