Actually, Ironically, one of the reasons I first got interested in public domain characters was because I have been working on my own unique RPG engine, and I wanted to create source books with recognizable characters. I don't know when I'll have time to finish my rule sets and such, but you may eventually see me adapting both PD Superheroes and heroes of history, myths and legends.
I think someone should suggest the PD heroes to be a new source book for the Champions RPG and maybe GURPS if they still make that.

My plan is to publish the game as a free PDF and as a book on Lulu at cost - so, as cheap as I can make it. You can check out these posts on my blog if you're interested.

Unless and until Argosail gets around to creating an actual Free Universe RPG, you might want to check out this free superhero RPG w/a Golden Age feel and a group of PD heroes as it's mascots. I haven't played it, but it looks pretty cool:

Can't tell you the names because I haven't trademarked them yet and I don't want someone taking my names! It will probably be a year or two before I try to publish anything.
